Marcelle Introduces Bill to Establish Plank Road Economic Development District

BATON ROUGE, La. — A legislative effort to support redevelopment along one of Baton Rouge’s most discussed corridors is now before state lawmakers, led by state Rep. C. Denise Marcelle.
Marcelle has introduced House Bill 212, which would create the Delmont Economic Development District in East Baton Rouge Parish, focusing on the area surrounding Plank Road.
The proposal follows earlier local discussions about establishing a similar district. A previous plan was not approved by the East Baton Rouge Metro Council after concerns were raised during public debate.
A Community-Focused Proposal
House Bill 212 would establish the district as a political subdivision, a structure commonly used in Louisiana to organize economic development efforts in specific areas.
The bill itself outlines the creation of the district but does not yet specify detailed operational plans or funding mechanisms. Those elements are expected to be addressed as the legislation moves through the process.
Moving the Effort Forward
By introducing the measure at the state level, Marcelle is placing the proposal before the Legislature following the earlier local outcome. Lawmakers will now determine whether to authorize the district’s creation.
If approved, the district would become part of ongoing efforts to address economic conditions in the area.
Legislative Outlook
House Bill 212 has been referred to the Louisiana House Committee on Municipal, Parochial and Cultural Affairs and remains under consideration during the current legislative session.
